This initiative is encapsulated in House Resolution 14, which is designed to restore taxpayer trust by ensuring that state funds are spent judiciously.
Lightner, representing Springport, emphasized the need for these reforms by stating, "People are sick and tired of political insiders cutting backroom deals and wasting taxpayer money." She highlighted that the resolution aims to make state spending transparent and focused on projects that genuinely serve Michigan families rather than individual interests.
The issue of earmarked projects in recent state budgets has raised concerns due to their lack of transparency and links to mismanagement. A notable incident occurred in 2022 when a $20 million earmark was secured by an ally of Governor Whitmer for a newly established company. The funds were reportedly misused on luxury items such as a $4,500 coffee maker and an $11,000 first-class international plane ticket.
House Resolution 14 introduces several measures to prevent such abuses. It prohibits earmarks for for-profit businesses, limits projects to public bodies and eligible non-profits, demands greater accountability from sponsors with detailed funding requests, enforces stricter eligibility criteria for non-profits based in Michigan, mandates conflict-of-interest protections, and ensures greater transparency throughout the funding process.
The resolution received unanimous bipartisan support in the House.
