Rep. Schmaltz proposes allowing mobile barbershops as part of regulatory reform effort

State Representative Kathy Schmaltz testified before the House Regulatory Reform Committee in support of legislation aimed at easing business regulations for barbers in Michigan. Her proposal, House Bill 4911, is included in the House Republicans’ Regulation Rollback initiative, which consists of more than 60 bills targeting outdated state rules that affect employment and entrepreneurship.

The bill seeks to permit licensed barbers to operate mobile barbershops across the state, aligning their permissions with those already granted to cosmetologists. Under current law, cosmetologists can perform services offsite for events such as weddings or special occasions, but barbers do not have this flexibility.

“Michigan’s barbers should have the same opportunity to take their skills on the road as cosmetologists,” Schmaltz said. “This simple, common-sense change supports small business owners while also helping people who may have trouble getting out, like veterans, seniors in care facilities, or individuals with disabilities. A mobile barbershop can bring a sense of dignity and connection to people who can’t easily visit a salon. When we cut red tape, we make it easier for professionals to serve their communities and grow their businesses right here in Michigan.”

The broader Regulation Rollback plan has been developed through bipartisan efforts over several months and aims to simplify licensing requirements and remove unnecessary restrictions. The goal is to foster a more accessible environment for workers and employers throughout Michigan by reducing costs and increasing opportunities.

House Bill 4911 is currently under review by the Regulatory Reform Committee.
