State Representative Kathy Schmaltz has introduced a legislative plan aimed at easing the financial burden of health and dental insurance premiums for Michigan National Guard members when they are not on active duty.
Schmaltz highlighted that while these service members receive healthcare coverage during active duty, many face out-of-pocket expenses to maintain their health between deployments. "Michigan National Guard members drop everything and run toward danger when we need them most — whether it’s responding to a natural disaster, maintaining public safety, or supporting our communities during a crisis," Schmaltz stated. "The least we can do is help ensure they can afford the care they need when they’re not in uniform."
House Bill 4712 proposes the establishment of a state reimbursement program to assist with the cost of health and dental insurance premiums for those who do not qualify for existing coverage through an employer, private insurer, or traditional assistance program. "These brave men and women shouldn’t have to choose between their health and their service to our state," Schmaltz said. "This plan is a simple, meaningful way to support their readiness, wellbeing, and peace of mind."
The proposed plan would be managed by the Michigan Department of Military and Veterans Affairs (DMVA), which would provide instructions for Guard members on how to apply for reimbursement via its website.
Schmaltz underscored that investing in Michigan’s National Guard is both an expression of gratitude and a practical measure to ensure preparedness and resilience within the state. "Our Guard members stand ready to serve us," she said. "This is how we serve them."
House Bill 4712 has been referred to the House Families and Veterans Committee, which Schmaltz chairs.
